China: Shanghai Urban Environment Project 
The proposed Shanghai Urban Environment Project aims to support the implementation of urban environment goal of the country's development strategy, and thereby help ensure that economic growth takes place in an environmentally, and institutionally sustainable manner, developing innovative policies, institutional reforms, and financing methods. Project components address: 1) Shanghai's wastewater management, by financing both collection, trunk sewers, pumping stations, wastewater treatment plants, as well as outfall and sludge treatment methods. Collection systems will include either separate wastewater and storm-water collection systems, or combined wastewater systems, that would include a main conveyor to the treatment plant, incorporating full secondary treatment of effluents discharged through existing outfalls, while sludge, and solid wastes will be disposed at selected landfills; 2) urban solid waste management, to establish environmentally cost-effective municipal solid waste management services in urban areas, by adopting user tariffs to ensure cost recovery of municipal services, as well as adopting a market-oriented institutional arrangement for the provision of municipal solid waste management services. On a pilot basis, a set of administrative, and economic market-based instruments to support waste recycling, will be introduced; 3) urban planning, and pilot upgrading, will assist in the planning for institutional, and administrative frameworks, focused on the planning, construction, and management goals for urban infrastructure improvements, implemented in a three-phase adaptable program lending; 4) the Upper Huangpu River catchment environmental management, to improve its environmental management, and protection of its water resources. To this end, support to policy development, and physical investments will be provided , comprising data collection, analysis of pollution sources, developing policy and investment strategies; and, 5) institutional strengthening, and training, by supporting a range of technical assistance, and capacity building activities in the implementation of agencies supporting the Shanghai Municipal Government.**

China - Shanghai Urban Environment Project : environmental impact assessment
 
The environmental assessment for the Shanghai Urban Environment Project for China provides details of measures to be employed to mitigate negative environmental impacts anticipated from the project. They include the following: Resettlement scheme will be prepared for project affected persons. Industrial and commercial suffering economic loss will be provided compensation and relocated according to Chinese and local laws. Land use plans will minimize the reduction of land used for cultivation. Those affected by land acquisition will be compensated according to Chinese regulations. Cleaning up the site, refilling the topsoil, and collecting manure and using fertilization will alleviate soil infertility. Temporary ditches will be built to control problems caused by destroyed irrigation and drainage works. A temporary passage will be built to replace destroyed farm roads. Temporary detours and bridges will be constructed to re-route traffic on roads, bridges, and riverways. A sand sink pool will alleviate river pollution. The project will adhere to a discharge standard to prevent water pollution. To minimize noise, construction will not operate at night within 200 m of residential areas and a sound barrier will be erected. Waste will be disposed of according to a disposal plan and will be prevented from release onto farmland or into rivers, channel ponds, etc. Waste will be used to fill up the base of a newly-built building or for some other project.

China - Shanghai Urban Environment Project : resettlement action plan

This resettlement action plan (RAP) reviews the impact of the Shanghai Urban Environment Project, through potential issues resulting from the construction/rehabilitation of the Laogang daily waste disposal site, the sewage component (options 1 and 2), the Fengxian waste water treatment works, and the Old City Community Protection, contained in five volumes. The objectives of the RAP are to improve, or at least restore living conditions of the project affected people (PAP), including their prevailing income levels, and, provide vulnerable groups with preferential policies in housing, and employment opportunities. Land, and/or housing compensation will be in the form of either cash (based on real estate market values), or relocation based on equal value for the exchange of property housing. Leased residential housing will be negotiated based on a rental amount formula, while public-owned leased housing will be at the Government regulated rental rate. Non-residential housing, businesses, and equipment losses will be compensated at replacement costs, with special considerations for equipment depreciation, while compensation for business income losses shall be in accordance with standard regulations. In addition, construction companies should provide assistance in land preparation, in accessing credit, and in providing training assistance for new job opportunities. Vulnerable groups will be assisted to improve their living conditions, while involuntary resettlement will be regarded as an integral part of project implementation. Public awareness, and consultations with PAPs were part of the process, as well as grievance mechanisms to redress potential resettlement issues.
